Das 3. Verkehrsforschungsprogramm der Bundesregierung trägt den Titel "Mobilität und Verkehrstechnologien". Bereits durch diese Bezeichnung unterscheidet es sich von den früheren Programmen und stellt damit die Technologieförderung in das Zentrum seiner Zielsetzungen. Wesentliche aktuelle Fragestellungen und sich abzeichnende Herausforderungen aus dem Bereich des bodengebundenen Verkehrs werden aufgegriffen, um sie in einem gemeinsamen Engagement von Wirtschaft und Wissenschaft einer Lösung zuzuführen.

Das Programm ist Teil der Hightech-Strategie der Bundesregierung und setzt die Grundgedanken der Hightech-Strategie für den Verkehrsbereich um. Dazu werden alle Rahmenbedingungen für Innovation einbezogen. Insbesondere werden strategische Partnerschaften zwischen Wirtschaft und Wissenschaft zur Entwicklung neuer Technologien unterstützt.
