Im Rahmen dieser zunächst für fünf Jahre abgeschlossenen Vereinbarung sind u. a. Kooperationsprojekte beim Aufbau eines Normungssystems sowie bei der Einrichtung einer nationalen Informationsstelle für normungsrelevante Fragen geplant. Außerdem wurde vereinbart, dass die Partner bei beiderseitigem Interesse Twinning-Projekte auf internationaler Ebene übernehmen und gemeinsam Technische Komitees der ISO führen. Von Interesse ist ferner die fachliche Beratung bei der Entwicklung einer Infrastruktur für KAZINST im Bereich der CE-Zertifizierung, der Austausch von Experten sowie die Organisation von Konferenzen, Seminaren, Workshops und Schulungsmaßnahmen vor Ort.
Das in der Hauptstadt Astana angesiedelte Institut hat 150 Mitarbeiter und ist dem Ausschuss für technische Regulierung und Metrologie im Wirtschaftsministerium zugeordnet. Die Normung in Kasachstan war von den russischen GOST-Standards geprägt. Seit der 2005 erfolgten Einführung des neuen Gesetzes über technische Regulierung wird eine schrittweise Harmonisierung der nationalen Normen mit internationalen Normen vorgenommen. Gegenwärtig sind rund 1.850 der 2.791 staatlichen Normen (ST RK) mit internationalen Normen konform. KAZINST ist seit 1994 Vollmitglied der ISO und seit 2004 ein Assoziiertes Mitglied der IEC.
