Der von Space Systems/Loral (SSL) gebaute Hochleistungssatellit soll eine Reihe von Aufgaben übernehmen und gehört den Unternehmen Eutelsat sowie Es’hailSat aus Qatar. Seine vorgesehen Orbitalposition ist 25,5° Ost. Dort verrichtet bereits der Satellit EUTELSAT 25C seinen Dienst und stellt beiden Betreibern flexible Ausleuchtzonen über dem Mittleren Osten, Nordafrika und Zentralasien für TV-, Telekommunikations- und Regierungsdienste in den Frequenzbändern Ku und Ka bereit.
Der Satellit basiert auf der äußerst zuverlässigen SSL 1300 Plattform und hat eine geplante Lebensdauer von mindestens 15 Jahren.
