Kein Zweifel, die mittelständische Zeitarbeit tickt vollkommen anders als von der Politik eingeschätzt: Laut 14. Umfragewelle des iGZ-Mittelstandsbarometers waren Ende Dezember 2014 insgesamt 43,3 Prozent der Zeitarbeitnehmer länger als neun Monate im Kundeneinsatz. Deshalb rechnen auch 95,1 Prozent der iGZ-Mitgliedsunternehmen mit fatalen Auswirkungen, sollte die Höchstüberlassungsdauer gesetzlich auf 18 Monate beschränkt werden. An erster Stelle der erwarteten Folgen daraus nannten 71,8 Prozent der Umfrageteilnehmer eine Abmeldung durch den Kunden vor Erreichen der 18-Monatsfrist. Auch die geplante Einführung von Equal Pay nach neun Monaten sehen die Unternehmen negativ: 90,3 Prozent erwarten eine Veränderung. In der Zeitarbeitsbranche herrscht aktuell abwartende Stimmung. Der Geschäftserwartungs-Index Zeitarbeit (GIZ), mit dem iGZ-Unternehmer die kommenden sechs Monate prognostizieren, verlor gegenüber der letzten Erhebung 0,7 Punkte. Blickten bei der Vorerhebung noch 18,9 Prozent der iGZ-Mitgliedsunternehmen "positiv" in die Zukunft, sind dies nun nur noch 8,8 Prozent. Dafür stieg der Anteil der "eher positiven" sowie der "gleichbleibenden" Einschätzungen um jeweils rund fünf Prozent auf 30,9 bzw. 45,7 Prozent. Auffällig ist, dass nur sehr wenige Zeitarbeitsunternehmen "negative" Geschäftserwartungen haben (2,7 Prozent). "Durch die zahlreiche Reformen des Arbeitnehmerüberlassungsgesetzes in den vergangenen Jahren ist es die Branche gewohnt, sich neuen Rahmenbedingungen anzupassen", beurteilt iGZ-Hauptgeschäftsführer Werner Stolz die Situation. Trotzdem müsse die Politik aufpassen, dass sie der Zeitarbeit nicht zu viel zumute. Eine Höchstüberlassungsgrenze von 18 Monaten bedeute für viele Einsatzarten das faktische Ende. "Langfristige Projektarbeiten, Elternzeit- und Krankheitsvertretungen könnten dann nicht mehr von einem Mitarbeiter alleine ausgeführt werden", gab Stolz zu bedenken.
