"Im Prinzip erfüllt die tarifierte Zeitarbeit bereits jetzt alle hehren Branchenziele, die nun in der Koalitionsvereinbarung von CDU/CSU-SPD stehen", erklärte iGZ-Hauptgeschäftsführer Werner Stolz. Allerdings müsse bei der späteren gesetzlichen Umsetzung der im Koalitionsvertrag vorgesehenen Neuregelungen für die Zeitarbeit beachtet werden, dass bestehende Tarifverträge nicht ausgehebelt werden. Die geplante Begrenzung der Höchstüberlassungsdauer auf 18 Monate sei für die Zeitarbeit und ihre Kundenbetriebe allerdings ein großer Schritt zurück. Eine Beschränkung liefe allen Interessen zuwider, denn es gebe Auftragslagen, die auch eine längere Einsatzzeit erfordern. Jedoch bestehe die Möglichkeit, längere Einsatzzeiträume durch Betriebsvereinbarungen zu regeln. Die geltenden Tarifverträge in der Zeitarbeit sichern bereits jetzt eine angemessene und faire Bezahlung der Zeitarbeitnehmer. Die schon existierenden Branchenzuschläge stellen die Zeitarbeitskräfte bereits weitgehend mit den Stammarbeitnehmern gleich. Ein gesetzlicher Regelungsbedarf zur gleichen Entlohnung mit den Stammbeschäftigten ist daher unnötig, so Stolz. Mit der Koalitionsvereinbarung wird leider erneut demonstriert, dass die Politik viele längst real existierende Tarifregelungen in der Zeitarbeitsbranche völlig ignoriert und mit geplanten Einschränkungen weit über das Ziel hinausschießt. Dies verbreite nur Unsicherheit und schadet letztlich der Gesamtwirtschaft", zeigte sich Stolz verärgert. Bestes Beispiel sei die Koalitionsabsicht, den Einsatz von Zeitarbeitnehmern als Streikbrecher zu unterbinden. "Dieses Thema wurde von den Sozialpartnern im neuen iGZ-DGB-Tarifwerk doch schon komplett reguliert und untersagt den Einsatz von Zeitarbeitnehmern bei Kundenunternehmen, die bestreikt werden." Insgesamt ist es befremdlich, dass die Politik meint, unserer Branche neue gesetzliche Reglementierungen auferlegen zu müssen", betont Stolz.
