"Den Vorstoß unserer Bundesarbeitsministerin Ursula von der Leyen begrüßen wir ausdrücklich. Die ablehnende Haltung von Teilen der FDP zu einer Aufnahme der Zeitarbeit in das Arbeitnehmerentsendegesetz ist völlig unverständlich", kommentierte Sven Kramer, stellvertretender Bundesvorsitzender des Interessenverbandes Deutscher Zeitarbeitsunternehmen (iGZ), das Bestreben von der Leyens, einen Mindestlohn für die Zeitarbeitsbranche noch vor der kommenden EU-Arbeitnehmerfreizügigkeit ab 1. Mai 2011 einzuführen. "Offensichtlich", so Kramer, "haben manche Politiker der FDP noch immer nicht begriffen, welche sozialen Verwerfungen ab Mai 2011 drohen". Es bestehe die Gefahr, dass mit osteuropäischen Billigtarifverträgen das über Jahre gewachsene Lohn- und Gehaltsgefüge aller Branchen unterlaufen werde. Kramer: "Deshalb haben die Arbeitgeberverbände der Zeitarbeit gemeinsam mit ihren Tarifpartnern die Basis für einen tariflichen Branchenmindestlohn gelegt. Die Politik muss nun endlich Ihre Hausaufgaben machen, und die Zeitarbeit in das Arbeitnehmerentsendegesetz aufnehmen", forderte der stellvertretende iGZ-Bundesvorsitzende. Der Alternativvorschlag der FDP, Equal Payment nach sehr kurzer Einarbeitungszeit gesetzlich vorzugeben, würde viele Tausend Arbeitsplätze kosten. Eine Verteuerung der Tätigkeiten, die von an- und ungelernten Arbeitskräften verrichtet werden, werde zu einer Verlagerung dieser Arbeitsplätze in andere Staaten führen. Die Zeitarbeit könne dann ihrer Integrationsfunktion nicht mehr nachkommen. "Gerade die Zeitarbeit ist aber eine der wenigen Branchen, die dieser Personengruppe überhaupt noch eine Perspektive bietet. Über eine Angleichung der Vergütung zwischen Zeitarbeitskräften und dem Stammpersonal im Zeitablauf kann man diskutieren", betonte Kramer. Dies solle aber dort geschehen, wo die Kompetenz für eine intelligente und beschäftigungsfördernde Tarifpolitik vorhanden sei, also ausschließlich bei den Tarifpartnern.
