Die Erhöhung aller Entgeltgruppen in vier Schritten für rund 190 000 Zeitarbeitnehmer ist mit dem Inkrafttreten des gemeinsamen iGZ-DGB-Tarifvertrages ab dem 1. Juli 2010 Realität geworden, Das Tarifniveau steigt insgesamt in der Entgeltgruppe 1 im Westen auf EUR 8,19 und im Osten auf EUR 7,50. Zusätzlich verständigten sich die Tarifparteien auf einen Branchen-Mindestlohntarifvertrag, der nach Aufnahme in das Arbeitnehmer-Entsendegesetz von der Bundesministerin für Arbeit und Soziales Ursula von der Leyen für allgemeinverbindlich erklärt werden soll. Nur diese Maßnahme ist geeignet, nach Herstellung der vollen EU-Arbeitnehmerfreizügigkeit ab Mai 2011 die untersten deutschen Tarifstandards nicht zu unterlaufen. Ebenfalls im Tarifvertrag vereinbart wurde eine Klausel gegen möglichen Missbrauch der Inanspruchnahme von Zeitarbeit, die Schaffung einer gemeinsamen Gütestelle, um für eine richtige und vollständige Anwendung der Tarifverträge Sorge zu tragen. Qualifizierung und Weiterbildung der Zeitarbeitnehmer sind ebenfalls definiert worden und bilden nun zentrale Bestandteile für eine qualitative Weiterentwicklung der Zeitarbeit. Bis spätestens Ende 2011 werden Möglichkeiten der tarifvertraglich verankerten Förderung von Qualifizierungs- und Weiterbildungsmaßnahmen in den Unternehmen vereinbart, um tragfähige und innovative neue Ansätze für die Branche zu finden.
