"Die Erfahrung aus der letzten Wirtschaftskrise im Jahr 2008 zeigt, dass Kurzarbeitergeld vor allem auch für die Zeitarbeitsbranche ein sinnvolles Instrument zum Erhalt von Arbeitsplätzen ist", freuten sich Sven Kramer, stellvertretender iGZ-Bundesvorsitzender, und iGZ-Hauptgeschäftsführer Werner Stolz über die Zusage des NRW-Arbeitsministers Guntram Schneider, sich bei der Arbeits- und Sozialministerkonferenz am 26./27. November in Mainz für das Kurzarbeitergeld in der Zeitarbeit einzusetzen. Guntram Schneider betonte, er wolle sich für eine entsprechende Bundesratsinitiative starkmachen - derzeit existiert keine gesetzliche Grundlage für die Gewährung von Kurzarbeitergeld in der Zeitarbeitsbranche. Der Minister indes beruft sich auf eine Studie der TU Dortmund, die deutlich macht, dass insbesondere im produzierenden Sektor Instrumente wie Kurzarbeit, Arbeitszeitkonten und Arbeitszeitkorridore einen Anteil an der raschen Erholung nach der Krise hatten. "Die Studie belegt, dass es sinnvoll ist, eine Verlängerung der Kurzarbeiterregelung in Zukunft auch für einzelne Branchen zuzulassen, die sich einer krisenhaften Sonderkonjunktur befinden. Darüber hinaus ist es sinnvoll, diese Regelung auch auf Zeitarbeitsunternehmen auszuweiten", unterstrich Schneider. In der Wirtschaftskrise 2008/2009 wurde nicht zuletzt auch auf die Initiative des iGZ hin erstmals KuG für die Zeitarbeitsbranche angeboten - 24.000 Zeitarbeitskräfte behielten dank Kurzarbeitergeld ihren Arbeitsplatz. "Dadurch war es der Zeitarbeitsbranche außerdem möglich, mit dem Anziehen der Konjunktur sofort auf die wieder steigenden Arbeitskräftenachfrage zu reagieren", nannte Kramer einen weiteren Vorteil des Kurzarbeitergeldes für die Zeitarbeitsbranche. Nun gelte es, diesen positiven Ergebnissen ein festes Fundament zu geben, "so dass wir künftig gut gewappnet sind", appellierte Kramer für eine gesetzliche Realisierung des Kurzarbeitergeldes für die Zeitarbeitsbranche.
