Miteinander statt übereinander reden" - unter diesem Motto lud der iGZ-Landesbeauftragte für Hamburg, Angelo Wehrli, am Dienstag die Mitglieder des iGZ zum Gespräch mit dem stellvertretenden SPD-Vorsitzenden Olaf Scholz. Zeitarbeit, so der Gast des mitgliederstärksten Zeitarbeitgeberverbandes, sei für die deutsche Wirtschaft als Flexibilisierungsinstrument absolut notwendig. In seiner kurzen Rede zeichnete der ehemalige Bundesarbeitsminister den zahlreichen Teilnehmern zunächst die Entwicklung der Zeitarbeit skizziert nach - professionelle Arbeitsvermittlung sei in Deutschland relativ neu. Allein schon unter dem Aspekt personeller Ausstattung sei Zeitarbeit professioneller aufgestellt als die BA. Auch auf das Imageproblem der Branche ging Scholz ein - es herrsche Konsens darüber, "dass ein Mindestlohn notwendig ist", nannte der Vorsitzende der Hamburger SPD einen großen Schritt zur Lösung des Problems. Wenn nichts in diese Richtung passiere, rechne er mit einem weiteren Imageverlust der Zeitarbeit. Beim Thema konzerninterne Überlassung bezog der Sozialdemokrat Stellung gegen den kürzlich vorgelegten AÜG-Reform-Entwurf: "Diese Reform würde die Situation der Beschäftigten verschlechtern, denn die Zeitarbeitnehmer werden dann nicht die ehemaligen Mitarbeiter sein", stellte Scholz fest. Seiner Meinung nach könne das Prinzip nur funktionieren, wenn nach einer gewissen Zeit equal pay für diese Zeitarbeitnehmer gelten würde. Und equal pay stand dann auch zunächst im Mittelpunkt des Interesses der anschließenden Diskussionsrunde. Die Vertreter der Hamburger Unternehmerschaft zeichneten dem Politiker ein Abbild der Realität, verwiesen auf die Möglichkeiten, gleiche Bezahlung zu umgehen: Vor allem für unqualifizierte Arbeitskräfte sahen sie die Gefahr bei einer Einführung von equal pay: Der Zeitarbeitnehmer werde dann schlicht vom Kundenunternehmen zurückgeschickt und eine neue Kraft werde geordert. Es werde, so Scholz, immer das gezahlt, was notwendig sei, verwies er auf die Selbstregulierungskraft des Marktes. Eine Sicherung ungelernter Hilfskräfte werde allerdings "ohne staatliche Lohnfestsetzung nicht funktionieren". Im Bereich qualifizierter Fachkräfte schätze er dagegen, dass die Löhne aufgrund des Mangels in den nächsten zehn Jahren steigen werden. Die Politik mische die Möglichkeiten, handele populistisch, habe keine konkreten Ansätze und entscheide je nach Gemengelage fand RA Werner Stolz, Hauptgeschäftsführer des iGZ, klare Worte zur derzeitigen Situation, richtete den Blick über den Tellerrand und verwies auf verschiedene Ansätze zum Umgang mit der Vielschichtigkeit des Zeitarbeitsmodells. Als Beispiel nannte Stolz England, wo equal pay nur bei Synchronisierung mit dem Einsatz gezahlt werde und ansonsten die dort üblichen Sätze für Zeitarbeitnehmer mit einer Beschränkung nach unten gelten. "Wir müssen uns präzise auf die Details beschränken", entgegnete Scholz. Es gelte, die Entwicklungsmöglichkeiten der Zeitarbeitsbranche ebenso zu berücksichtigen wie den Schutz der Arbeitnehmerschaft: "Wir müssen uns auf die verschiedenen Perspektiven einlassen. Europaweit ist die Zeitarbeit als ein adäquates Beschäftigungsmodell längst etabliert". Flexibilität gehöre zur Wirtschaft dazu, betonte Scholz und zog sein Fazit: "Von Hirngespinsten kann man nicht leben".
