"Nur gute Zeitarbeit mit fairen gesetzlichen beziehungsweise tariflichen und marktwirtschaftlichen Rahmenbedingungen kann auf Dauer mit einer gesellschaftspolitischen Akzeptanz rechnen und ihre Personaldienstleistungs-Aufgaben sinnvoll erfüllen", betonte iGZ-Hauptgeschäftsführer RA Werner Stolz im Rahmen des Wirtschaftssymposiums 2010 der PEAG-Unternehmensgruppe in Duisburg. Rund 80 Teilnehmer nahmen an der Veranstaltung unter dem Motto "Antizipation? Dem Personal auf der Spur" teil und wurden zum Auftakt von den PEAG-Geschäftsführern Gerd Galonska sowie Sven Kramer, stellvertretender Bundesvorsitzender des iGZ, begrüßt. In seiner Stellungnahme fand Werner Stolz klare Worte zur Situation der Zeitarbeitsbranche: Auswüchse á la Schlecker hätten die eigentliche Erfolgsgeschichte der Zeitarbeit getrübt. Auch der Mindestlohn sei ein Loch, dass der Gesetzgeber über das Arbeitsnehmer-Entsendegesetz jetzt dringend schließen müsse, verwies der iGZ-Hauptgeschäftsführer auf die kommende Arbeitnehmerfreizügigkeit ab Mai 2011. "Der Mindestlohn ist die richtige Antwort auf das Lohnabstandsgebot" votierte auch Dr. Wilhelm Schäffer, Staatssekretär im Ministerium für Arbeit, Integration und Soziales NRW, für eine gesetzliche Regelung. Zeitarbeit dürfe nicht abgeschafft werden, sondern müsse unter vernünftigen Rahmenbedingungen stattfinden, unterstrich der Staatssekretär. "Eine Aufnahme der Zeitarbeit ins Arbeitnehmer-Entsendegesetz ist aus unserer Sicht sinnvoll", schloss Schäffer. Oswald Metzger, Bundesvorstandsmitglied der Mittelstands- und Wirtschaftsvereinigung der CDU/CSU (MIT), bestätigte Werner Stolz, "ein guter Werber für die andere, faire Form der Zeitarbeit" zu sein. Auch er bestätigte, dass die EU-Öffnung im Mai 2011 der Zeitarbeitsbranche ein Riesenproblem bescheren könnte - wenn es die Tarifparteien befürworten, sei auch er für einen Mindestlohn in diesem sensiblen Wirtschaftsbereich. Auf den drohenden Fachkräftemangel wiesen in der Diskussion Luidger Wolterhoff, Geschäftsführer der NRW-Regionaldirektion der Bundesagentur für Arbeit, und Dr. Oliver Stettes, Experte für Personalökonomik am Institut der deutschen Wirtschaft in Köln, hin. Prof. Dr. Heinz-Josef Bontrup (Fachhochschule Gelsenkirchen, FB Wirtschaftsrecht) stellte in der von Jürgen Zurheide moderierten Runde fest, das Prekariat fresse sich mittlerweile bis tief in den Mittelstand und die Gesellschaft befinde sich im Zustand devoter Adaption und Realitätsverlust. Die von Dr. Schäffer - "Vorstellungen der der Landespolitik zur künftigen Arbeitspolitik" - und Metzger ("Signale für eine beschäftigungsfähige Gesellschaft") wurden ergänzt durch Eric Thode, Bertelsmann Stiftung - "Bertelsmann-Studie Atypische Beschäftigung - und Ralph Labonte (Vorstandsmitglied ThyssenKrupp AG) zum Thema "Spuren legen - Raum für Zukunft schaffen".
