(BAP, BDSW, iGZ) Mit einem gemeinsamen Schreiben gegen die Subventionierung des Sports innerhalb der Verwaltungs-Berufsgenossenschaft (VBG) haben sich jetzt die Zeitarbeitgeberverbände BAP und iGZ sowie der Bundesverband der Sicherheitswirtschaft (BDSW) an das Bundesministerium für Arbeit gewandt. Wenn die deutschen Eishockeyspieler aufs Feld gehen und dort aufeinanderprallen, dann sind sie über die gesetzliche Unfallversicherung VBG gegen Verletzungen und Sportunfälle versichert - auf Kosten der übrigen Branchen in der VBG. Weil diese Versicherung so teuer ist, sehen sich die Sportvereine nicht mehr in der Lage, die nötigen Beiträge zur VBG zu bezahlen. Eine Verdoppelung der Beiträge wäre zwingend. Der Deutsche Olympische Sportbund (DOSB), die Deutsche Gesetzliche Unfallversicherung (DGUV) und das Bundesministerium für Arbeit und Soziales (BMAS) haben daher eine "Deckelung" der Beiträge auf dem ursprünglichen Niveau und die Übertragung der Mehrkosten auf die übrigen Branchen in der VBG konzipiert (für den gesamten Profisport außer Fußball). Insgesamt geht es um 180 Millionen Euro. Für den Hauptzahler Zeitarbeit wären das etwa 60 Millionen Euro an Mehrkosten. Laut Schreiben der drei Verbände werden mit dem angekündigten Beschluss der Deckelung von Sportbeiträgen - und damit der Beitragserhöhung für die Branchen - die tragenden Säulen der Unfallversicherung verletzt: Die Festlegung von Gefahrklassen ohne Bindung an die tatsächliche Unfalllast beschädige das im Unfallversicherungsrecht enthaltende Wechselwirkungsprinzip von Beitragsbelastung und Unfallgeschehen. Oberste Aufgabe der Unfallversicherung sei es, Arbeitsunfälle und Berufskrankheiten sowie arbeitsbedingte Gesundheitsgefahren zu verhüten, heißt es unter anderem in dem Anschreiben. "Das ist ein lupenreiner Vertrag zu Lasten Dritter", verdeutlichen die Unterzeichnenden. Auch von anderen Branchen wird das Konzept scharf kritisiert. Aus Gründen der Gerechtigkeit müssten alle unter dem Dach der DGUV Versicherten mit ins Finanzierungsboot. Auch die VBG hat betont, die Finanzierung könne nicht allein von ihr bewältigt werden. "Wir wenden uns somit entschieden gegen den Inhalt der 'Gemeinsamen Erklärung' und gegen das Verfahren, das zu ihr geführt hat. Sie trägt den Charakter eines Vertrages zu Lasten Dritter, den wir nicht zu akzeptieren bereit sind", lautet das Fazit des Schreibens an das BMAS. Die Verbandsvorsitzenden bieten gemeinsame Gespräche zur Erörterung eines interessengerechten Ausgleichs an. Am 5. September findet eine außerordentliche VBG-Vertreterversammlung statt, auf der über den Nachtrag zum Gefahrtarif 2011 entschieden werden soll.
