Entstanden ist der Open Source Index in Zusammenarbeit mit dem Georgia Institute of Technology in Atlanta. Der Report gibt einen Einblick in den Status von Open Source in 75 Ländern. Die Studie belegt das stetige Wachstum von Open Source in der Privatwirtschaft, dem öffentlichen Sektor und bei Einzelpersonen in den letzten Jahren. Der Report ermittelt die Verbreitung von Open Source mit den Kennziffern "Activity" und "Environment". Der Activity-Index misst die Verbreitung von Open Source in einzelnen Ländern. Dabei wurden auch Regeln und Vorschriften für den Einsatz von Open-Source-Software in der öffentlichen Verwaltung oder in Unternehmen untersucht. Der Environment-Index berücksichtigt länderspezifische Faktoren, die Open Source begünstigen, etwa die Zahl von Internet-Usern. Die Forscher der Geogia Tech haben nach Auswertung der wissenschaftlichen Literatur, von Fach- und allgemeinen Medien sowie von Gesprächen mit Experten und Anwendern ein Framework für die Messung des Einsatzes von Open-Source-Software entwickelt. Für jedes der 75 Länder ermittelten die Forscher einen Wert für den Activity- und den Environment-Index. Beide wurden auf drei Gebieten gemessen: im öffentlichen Sektor, der Industrie sowie in der Community bzw. in Bildungseinrichtungen.
"Wie die Studie zeigt, ist Open Source weltweit erfolgreich", stellt Dr. Paul M. A. Baker, Director of Research im Center for Advanced Communications Policy (CACP) der Georgia Tech, fest. "Wir sehen die Studie als Instrument für die Community, um das Bild des Open-Source-Modells zu vervollständigen und seine weitere Ausbreitung zu begleiten."
"Bei der Erstellung des Reports hat Open Source die Neugierde der Hochschule und der Studenten geweckt und wir haben ein Seminar zur Open Source Policy eingerichtet, das im Sommersemester 2009 bereits zum zweiten Mal abgehalten wird", berichtet Dr. Douglas S.
