Bernalillo County is home to more than 600,000 residents and New Mexico's largest city, Albuquerque. It employs 2,500 people and operates an annual budget of $585 million. Prior to selecting and implementing SAP, a competitive win over Oracle and PeopleSoft, the county operated legacy systems and used manual processes that made accounting and financial operations labor-intensive, difficult to integrate and costly.
Using SAP software will help make the county more economically efficient as well as help lawmakers better serve their employees, constituents and stakeholders by providing the tools necessary to automate and streamline most financial processes and improve access to data for more efficient reporting purposes.
"The ERP project in Bernalillo County was successful because of the commitment from the organization, the quality of SAP products and services and the entire team effort in applying the necessary resources and adhering to industry best practices," said Thaddeus Lucero, Bernalillo County manager. "Secondly, all facets of the county were involved in the project, and this process was followed to make sure all the core functions were identified and integrated into SAP. We were committed to building a strong team between the consultants and the county, from upper management to the ERP staff. We made sure that everyone was involved in the decision making and valued their input. As the manager, I made sure that all upper management, from directors to deputies, were committed to making the project a success. Failure was not an option for us. Communication, executive buy-in and teamwork were instrumental to this project and serve as a lighthouse example for successful change management."
By adhering to IT implementation best practices such as change management, training, executive buy-in and project leadership, Bernalillo County implemented the software in 11 months and on budget.
The SAP software, implemented by Ariston Consulting, will also allow the county to see a real-time view of costs and assets, manage inventory and streamline billing. Savings to the county come from reduced time needed for each process.
"We just elected a new technologically-savvy administration that will carry us into the next decade," said Patrick Bakey, executive vice president, Strategic Industries, SAP. "Constituents are increasingly expecting to use technology to interact with all facets of government. SAP software allows stakeholders to do just that. We're honored that Bernalillo County has chosen to be partners with us in this endeavor."
