Die Genehmigungsunterlagen liegen noch bis zum 5. Dezember in der Behörde für Stadtentwicklung und Umwelt, dem Bezirksamt Altona sowie dem Bezirksamt Eimsbüttel zur Einsichtnahme aus.
Die Maßnahmen am Haferweg sind ein Bestandteil des Hamburger Energiekonzepts, einer Kooperationsvereinbarung zwischen Vattenfall und der Freien und Hansestadt Hamburg, zur zukunftsorientierten Energieversorgung. Vattenfall unterstützt Hamburg dabei, den Kohlendioxid-Ausstoß der Hansestadt maßgeblich zu senken.
Das Fernwärmenetz in Hamburg stützt sich auf eine Infrastruktur von über 800 Kilometern Rohrleitung und verteilt sich auf ein Hauptnetz und zwei sogenannte "Inselnetze", die aus zwei Blockheizkraftwerken gespeist werden. Der Ausbau der Fernwärmeversorgung ist ein zentraler Bestandteil des Hamburger Energiekonzepts zur Verringerung der Kohlendioxidemissionen. Bis 2020 sollen über das Hamburger Fernwärmenetz 500.000 Wohneinheiten mit Wärme versorgt werden, heute sind es fast 450.000.
