Die Kriterien für schützenswerte Industriezweige sind so weit gefasst, dass die Mitgliedstaaten praktisch nach Gutdünken Firmenübernahmen verbieten können. Es passt nicht zusammen, dass die EU ständig fehlende Investitionen in Europa beklagt, aber heimischen Unternehmen der Zugang zu Kapital aus dem Ausland erschwert werden soll. Die Sorge, dass europäische Technologien durch Investoren abgezogen werden, steht im klarem Gegensatz zu den überwiegend guten Erfahrungen, die der Maschinenbau mit Investoren aus China gemacht hat. Mit der Investitionskontrolle gibt man China neue Argumente, den eigenen Markt vor europäischen Unternehmen abzuschotten. Es ist höchst bedenklich, dass die Kommission einen so weitreichenden Eingriff ohne eine vorherige Konsultation der betroffenen Industrien vornimmt.“
