Die Weltfunkkonferenzen der Internationalen Telekommunikationsunion (ITU) finden alle vier Jahre statt. Die europäische Vorbereitungsgruppe tagt zwei bis drei Mal jährlich mit dem Ziel, gemeinsame Haltungen zu erarbeiten. Dabei werden die verschiedenen nationalen Interessen von Verwaltungen, Wirtschaft und Wissenschaft aus 48 Staaten gebündelt.
Aus deutscher Sicht liegen die Schwerpunktthemen der WRC 2012 in folgenden Bereichen:
- Zusätzliche Frequenzen für den ständig zunehmenden Betrieb von modernen Luftverkehrssystemen sowie für die Steuerung und Kontrolle einer zur Zeit entwickelten neuen Flugzeuggeneration von unbemannten Luftfahrzeugen,
- internationale Funkverträglichkeitsfragen im Bereich Mobilfunk/Rundfunk.
Die Vertreter der europäischen Staaten und Beobachter internationaler Organisationen haben intensive Diskussionen geführt und die ersten einheitlichen europäischen Positionen für die Weltfunkkonferenz 2012 verabschiedet.
